He concentrates on the defense of complex civil litigation throughout Vermont and New England. He is a Fellow and Regent of the American College of Trial Lawyers, and a member of the American Board of Trial Advocates, Past-President of Vermont Chapter.

Ms. McAndrew is one of Vermont’s leading trial lawyers. She headed the firm’s litigation practice for many years, and was named a Fellow of the American College of Trial Lawyers in 1997. She has successfully tried many complex civil cases in state and federal courts, and handled numerous appeals in the Vermont Supreme Court and the Second Circuit Court of Appeals. She has a particular concentration in higher education law.
Jeffrey J. Nolan

Mr. Nolan’s litigation and counseling practice focuses on representing employers and institutions of higher education before courts and administrative agencies in employment and student-related matters; advising employers and institutions of higher education on the resolution and legal implications of employment and student-related issues; and assisting employers and institutions of higher education in the development and implementation of appropriate policies, handbooks and training programs.
Austin D. Hart
Real Estate Law
Mr. Hart has represented clients in all phases of real estate transactions, including acquisition, permitting, development, finance, operation, leasing, and sale. He has advised clients with different types of real estate projects, including commercial office buildings, retail shopping centers, institutional campuses, and a planned recreational/residential community. He has served as counsel to common interest community owner associations, including a large mixed use resort association at a major Vermont ski area. A substantial portion of his practice focuses on the unique issues faced by colleges and hospitals in the ownership, operation, and expansion of their campuses, including property tax exemption laws. Mr. Hart was elected in 2015 as a Fellow of the American College of Real Estate Lawyers.
Nolan Book Chapter Available for Download
In August, 2015, Thomson Reuters/Aspatore published Emerging Issues in College and University Campus Security. Jeff Nolan of Dinse’s Higher Education Practice Group wrote a chapter of the book, titled: “Addressing Intimate Partner Violence and Stalking on Campus: Going Beyond Legal Compliance to Enhance Campus Safety.” The 50-page chapter outlines the legal obligations of colleges and universities to address dating violence, domestic violence, sexual assault and stalking given the VAWA amendments to the Clery Act, then explains how institutions can go beyond compliance to enhance safety by engaging their campus threat assessment teams where appropriate to assess and manage related threats. Dinse Announces New Managing Partner
Dinse, Knapp & McAndrew announces that Jeff McMahan has been elected as its President and Managing Partner to succeed Brian Murphy. Regarding the transition, Brian said, “The firm is fortunate to have many outstanding leaders and the unanimous selection of Jeff as our new President is a superb choice. His leadership skills are excellent, his keen business sense is a valuable asset, and his vision for the firm’s future is very exciting.”
Mr. McMahan is a corporate and intellectual property lawyer, advising businesses on issues related to formation, mergers and acquisitions, raising capital, technology licensing, trademarks and copyrights. Mr. McMahan’s clients range from entrepreneurial start-ups to publicly-held companies. He has particular experience representing software vendors and purchasers in the negotiation of computer system implementation, license and support agreements. Mr. McMahan also advises clients on the selection of trademarks and assists with the registration of their trademarks with the U.S. Patent and Trademark Office.
Mr. McMahan’s practice also focuses on securities matters. He has assisted both privately-held and publicly traded companies with the private placement of stock and works extensively with higher education and healthcare clients in connection with their tax-exempt bonds.
Mr. McMahan said, “During his five years as Managing Partner, Brian has done a great job nurturing our firm’s collaborative culture – which results in a high level of services to our clients. Jeff Nolan of Dinse’s Higher Education Practice Group presented three sessions at the University of Vermont’s national Legal Issues in Higher Education Conference in October, 2014. Jeff co-presented the keynote update on recent developments in higher education law, co-presented a session on the Violence Against Women Reauthorization Act (“VAWA”) and Title IX, and co-presented a session on the relationship between VAWA obligations to respond to dating violence, domestic violence and stalking and the work of campus threat assessment teams.

Nolan Presents National Webinar on Sexual and Dating Violence and Campus Threat Assessment
During September, 2014, Jeff Nolan of Dinse’s Higher Education Practice Group co-presented a webinar sponsored by United Educators and the University Risk Management and Insurance Association. Colleges and universities from around the country participated in the webinar, which suggested that institutions should consider involving their campus threat assessment teams as appropriate when responding to reports of domestic violence, dating violence, sexual assault and stalking that are likely to be received given the requirements of the recently-enacted Violence Against Women Act amendments to the Clery Act.
New Attorneys Join Dinse
Dinse, Knapp & McAndrew is pleased to announce that James P. Langan and Kelli Rockandel joined the firm in September as associate attorneys.
Mr. Langan is a member of the firm’s business group. He came to the firm from The University of Vermont, where he served as a contract analyst in the Division of Finance. Prior to returning to his home state of Vermont, he worked in Boston as an associate attorney in the administrative law department of Foley Hoag LLP and the real estate department of Sullivan & Worcester LLP. Mr. Langan is a graduate of William and Mary Law School and Harvard College.
Ms. Rockandel is a member of the firm’s litigation group, with a focus on civil litigation, as well as the firm’s business group. Prior to joining the firm, Ms. Rockandel worked as an extern at the law firm BakerHostetler in its Los Angeles office. While there, she aided the litigation group in a variety of state and federal environmental matters, including a CERCLA cost-recovery action. In 2013, she was a Summer Law Clerk for the Burlington law firm Dunkiel Saunders Elliott Raubvogel & Hand. Ms. Rockandel is a graduate of Vermont Law School and The University of Arizona.

American College of Trial Lawyers Names Ritchie E. Berger to its Board of Regents
Dinse, Knapp & McAndrew, P.C. is pleased to announce that the American College of Trial Lawyers (ACTL) has appointed Ritchie E. Berger to its Board of Regents, the first lawyer from Vermont to be chosen. ACTL is composed of the best trial lawyers from the United States and Canada.
Mr. Berger is a Director of the firm and head of its Litigation Section. His practice concentrates on the defense of complex civil litigation throughout Vermont and New England.
Mr. Berger also regularly lectures and conducts seminars on trial topics, is co-author of Vermont Jury Instructions, and serves on the U.S. District Court of Vermont’s Civil Jury Instruction Committee.
