Dinse Announces Formation of Dinse Government Affairs, LLC

Burlington, VT (October 5, 2026) – Dinse P.C. is pleased to announce the formation of Dinse Government Affairs, LLC, a new affiliated business which will provide legislative, regulatory, and public policy services to clients throughout Vermont and the region. Dinse Government Affairs will be led by Warren Coleman and Matt McMahon, who bring decades of experience representing clients before the Vermont General Assembly and Executive Agencies.
Through Dinse Government Affairs, Matt and Warren will continue their work helping clients develop and advance legislative, regulatory and procurement strategies, navigating large and complex projects through permitting, and communicating effectively with policymakers, community leaders, and other stakeholders. They represent businesses, trade associations, and nonprofits across a range of industries, including energy, manufacturing, consumer products, and tourism.
Dinse managing director Shap Smith welcomed Matt and Warren to Dinse and stated “I worked with Warren and Matt closely when I served as Speaker of the Vermont House of Representatives. Their expertise and dedication are a great addition to Dinse, P.C.’s, tradition of client service. We look forward to adding Dinse Government Affairs to the menu of services available to our clients.” Dinse Government Affairs will also work collaboratively with Dinse’s Josh Diamond who assists clients with legal, regulatory and public policy matters before the State Attorneys General.
Warren Coleman has 16 years of experience representing clients before the Legislature and state agencies, particularly on environmental, energy, and natural resource regulatory issues. In conjunction with the launch, Warren also joins Dinse as Of Counsel, where he will focus on land use, permitting, regulatory, and administrative matters. He previously served at the Vermont Agency of Natural Resources for a decade as an environmental litigation attorney, deputy general counsel, and general counsel, and began his legal career with Bingham Dana LLP in Boston. Warren earned his J.D. and Master of Studies in Environmental Law, both cum laude, from Vermont Law School, and his B.A. and Masters in Economics with a concentration in Natural Resources from the University of Florida.
Matt McMahon has 14 years of experience representing publicly traded companies, trade associations, local employers, and nonprofits in Vermont. Matt began his career in advocacy at the local and state level with the Lake Champlain Chamber, where he has recently made a return to their Board of Directors. Matt is a graduate of Saint Michael’s College, where he earned a degree in Economics.
